The Internal Revenue Code is riddled with opportunities to pay no tax on income.
Even very wealthy individuals are able to pay little or no tax through careful planning. For example certain taxpayers earn hundreds of thousands in municipal bond interest which is free of federal tax. Most individuals can sell a home for a gain of up to $500,000 without paying tax. For many taxpayers qualified dividends and capital gains are tax free. These are just some of the many ways that one can have significant income taxed at zero or close to it.
